Dear Sir
I herewith send you a pro
posal for you to deliver to the Clerk of
the peace to be by him offer’d to the
Magistrates at the next genl quarter Sessions
it is made out in consequence of a Message
from the Justices transmitted to me by Mr
Donkin. I likewise send Mr Smeatons letter
along with the proposal for the inspection
of the Magistrates if they think proper
to peruse it. It Contains his reasons why
this estimate was not made out sooner
